I was reading the manual, which says

SPAR Installer
Installs Site files to the specified workarea and submits them.
Installs Components to the admin store, tags them, and submits them
and more

Site files are already in a workarea, so why do we need to install the again ?
Components are created in a admin only, then why do we need to install again in the admin ?

I was thinking of the option of copying site files and components and sending it to someone else for using it. But how to copy a file in TS outside the TS ? or to local area ? We can import files from outside the TS, but can we export files outside the TS ?

Which manual your are following?

If you want to migrate/copy a site and its related components then you should create a .spar file that contain complete site and component files.
You should follow given steps in SitePublisher developer's docs topic "Creating a SitePublisher Archive".
