When we view the properties of a DCR, we get the Modified date of that DCR. I want to retrieve it in my TPL, can anyone please let me know how can it be retrieved?

Read the CLT manual - specifically the entry for iwattrib
Beyond that, you might be able to do the same with basic file stat'ing code in whatever language you're writing your code.
