I have mapped the perl file for CreateFSE Event trigger. The IPL file is not called whenever the event triggers I am getting the below error in iwutild log

In ipl no logic are there, just embedded the log logic to track the ipl is calling or not.
I have implemented the same in solaris, but in windows no clue why the ipl is not called when the event triggers?
I followed the PDF procedure, but srvany.exe file not exist at
\Interwoven\TeamSite\tools folder
Environment Details:
Teamsite: 6.7.1 Sp1 Patch 2
OS: Windows
Anybody have any idea for this one?
