Try changing:

<iw_pt name="PrimaryNavs">
...
</iw_pt>

to just:

<iw_pt name="PrimaryNavs"/>
...

I believe you're running into problems because the manner in which you used the iw_pt tag defines the code to be fully XML compliant, but you're sticking "<>"s inside "<>"s which is not fully XML compliant (and the <url_escape> tag does not seem to recognize the alternate format of {url_escape}).
