Build Problem

Im trying to run make_toolkit.ipl but i am getting the following error

files:

Check if "C:\iw-home\iw-perl\bin" Directory contains stray "iwperl" File (No extension, zero length) in addition to
the correct "iwperl.exe". If it does - delete stray

I had it literally few days ago installing 6.7.2. Same "Failure to Create Process" Manifestation, etc
