Look at your iwtrace.log and servletd_out.log. What does it say in there? And what does this have to do with metatagger? You might want to post it in the workflow forum or teamsite forum.

Try iwutild_cmdout.log as well. Your Clients may have impersonation issues for the externaltask scripts.
Follow this article advise, ignore the fact that the article describes different Error Code.

Error Code 5 is a result of permissions issue. In this case iwui doesnt have the right permission to submit the file to STAGING. This will happen also for example if you want to create a dcr or a file in a dir that you or iwui doesnt have the right permission in this case "w" permission at this folder or area. the KB article that Boris put a link to is a good starting point.
