SP page in edit mode and runtime mode

When components are included in the SP page in edit mode, why are components not dynamic ? Of course it shd not be, as it is in edit mode, what I am trying to figure out is how is it stopped from being dynamic in edit mode , as its the same jsp and same DCr used in edit mode and runtime mode.

This is kind of academic question, whuich I am asking out of curiosity.
