There are lots of examples both in these forums and the www in general - not to mention several good books (the best probably being Mastering Regular Expressions by Jeffrey E. F. Friedl
To get help in these forums you should really try to provide the context in which you are attempting to create the regular expression and also show at least some signs of having tried something by posting the code you've tried and the results you are seeing based on the data you are processing (which you should also show)

With this regex 71:91:0001 is a perfectly good Date.
03:19:2009 however (today) is not

Do you have any idea of what you are talking about?

you can modify more by using ^ $ |.

Depends on how strict you want it. Something like the following may be a start

Time: /((0\d|1[01]):[0-5]\d|12:00)/
Date: /(0[1-9]|1[0-2]) Smiley Sad

0[1-9]|[12]\d|3[01]) Smiley Sad

19|20)\d\d/

Of course it would still allow wrong April 31 or February 29 in any Year, leap or not. It's easy but tedious to
account for all that - and the resulting regex with leap years is long and hard to read
