Hi

For this you have to overwrite the roles.xml present at loaction C:\iw-home\httpd\webapps\content_center\WEB-INF\conf\ccpro.
Copy that file to loaction
C:\iw-home\local\config\lib\content_center\customer_src\etc\conf\customer

In this file there is an element role for every IW Role like author, editor etc.Under that element we define the operation id with the attribute "isPermitted=true/false".Similarly you will have following id="iw.ccpro.submit" under the every role element.Just change the value of attribute "isPermitted as required"

[/HTML]

After this, just build the toolkit again, may this will be a solution to you.
