in database.properties.
it has
development.driver=
development.url=
development.usename=
development.password=

production.driver=
production.url=
production.usename=
production.password=

but why it only has one set of deployment path in opendeploy.properties
opendeploy.runtimeHome=...

then how could we define development and production for opendeploy target?

There is a bean in customer-teamsite-resource-config.xml that is supposed to take care of that.

But it is not behaving as the SP Dev Guide says for me.
