Email notification of queue hanging?

We're using MB4.6.1. On occasion our Active Job queue hangs and jobs backup. Of course we're unaware of this until a customer calls we monitor and check. Is there someway of setting up an email notification if a job doesn't complete in a specific time?

We're still trying to figure out why the queue hangs (another issue). Case support says to upgrade to 4.6.2.

Anyway, all suggestions appreciated.
