Japanies Content not properly generated in XML

Hi All,
i am using 6.7.1 TS version.
For multi language site, i have to enter japanies content.
i have designed template to capture multilangual HTMLs directly in browse button.
In TPL we are generating XML with that browsed HTML. In preview i can see proper Japanies Character preview.

but if i open XML just character is displayed.

i have attach Japanies content html with generated XML in ZIP.
in TPL i have wriiten Code to parse the browse HTML file is :

Could any one please suggest where i am doing wrong?

I have checked Browse Html file and generated XML from back end.
they are same.
but if i open this XML file in browser it shows juck char.
