Set hotfolder to low priority that user initiates tasks

Hi

We have configured MediaBin hotfolders to execute some tasks. We want these take lower priority when there is some other user actions are initiated.. .in other words, if there is user download/uploads file in mediabin and at the same time hotfolder task is running, then hotfolder tasks should wait till user actions are finished. How to set this task level priority?
