If you deploy the CAP file, you then can add any web service references to your project. Note you may have to delete the published project to deploy the same solution via a CAP file.

I run into this issue while importing cap:
The application package does not contain models to import.

You should deploy the CAP, not import it. Use the Application Deployer tool.
