in couple task element, it has the Retry flag,
Does anyone know how does it work?

from the WFM doc., it mentions we could set the external_task_retry_wait in iw.cfg, put under [workflow]

how could we set how many time to retry ?

"Retry" is a WF Engine Mode that tells it to "try again" if it fails to spawn External Task Process.
In Windows "retry" happens usually because of the low Swap memory. It never happens if External Task
command get executed. From this point forward it's your responsibility to code proper call Backs, etc..

I'm not aware of any "Number of Tries" setting. Rather, retry or no retry you should always specify ET timeout
with the corresponding transition
