DataDeploy is not installed yet, but i need to deploy an XML file to the database for testing. How can i deploy this file by using Insert in SQL? i mean writing a snippet in SQL

What exactly do you have a problem with? Creating DB Schema? Mapping XML to the Relational Tables?
Writing a program/WF Task Script that communicates with the Database? SQL Insert Syntax? Something else?

Let's try one more time. RDB and XML are two different concepts, there is no "one size fits all" answer to your question.

To "Deploy XML File to Database" you will have to:
1. Use existing or create new DB Schema according to your Application requirements.
2. "Map" your XML Tags Attributes/Values to the DB Schema Tables and Columns ( Map DTD to RDB Schema ).
3. Create SQL insert commands (manually or programmatically upon XML Parsing) that implement this Mapping.
4. Execute and test.
