XML vaildation error for datacapture.cfg

I´m trying to bring some toolsupport to template writing. To that end I installed two different XML tools (XML Spy 5 and Cooktoop 2.5). I try to validate the datacapture.cfg´s in the Examples/Templating directories and the corresponding datacapture5.0.dtd supplied with the TeamSite installation.
I get a validation error in both tools indicating that there is something wrong with the data-capture-requirements tag in the *.cfg´s.
Am I to take it that the dtd is not XML 1.0 compliant? or am I just low on XML-skills?

I want to take this opp to rant a bit: folks, please do some searches in the forums before posting. I just answered this identical question last week. To test the forum search tool, I just searched (using "and" for the last 2 months) on the string "datacapture valid" and got lots of hits, one of which was this:
