Steps :

Create an presentation template(PT) as desired,for help check doc for form publisher development
Use iwgen.exe as iwgen is the CLT that Generates an HTML file based on a presentation template and a data record

iwgen [-h|-v] -t templatevpath -r recordvpath [-e encoding] vpath

I think you can get some pointer with this thread.

It looks like you miss the priv to write in the root-directory.

Try something like /home/[id]/ivan.html

the command format should be like this
[$ iwgen -t templatedata/internet/auction/presentation/auction.tpl
-r templatedata/internet/auction/data/june_items june_display.html]

I think in your case the this portion in the vpath [cms-store/iwmnt/default/main/starredesign/ce/en/WORKAREA/WAstar/] is causing the error.

One thing more Are you saving the DCR by the extension .dcr ?,if not then don't include extension in the command ,simply use the name of DCR file.
