Attaching files to a Submit task before it is active

I have a workflow that calls an external task before the Submit task to attached the files to the Submit task via the iwaddtaskfile. However, I am getting an error stating that the task in not active. How do solve the quandary of adding the files to the submit task before it executes if the iwaddtaskfile fails before it is active.

You cannot add files to an inactive task, try adding the files to the job or the current task and submittask should take those files for submit.
