The program will work fine when file name doesn't contain any special character,
If the file name contain any special character, it wont' read the file size. (e.g. Fraéice.txt )

Take a look, perhaps that may give you few leads. There seem to be a required language ( but not locale? ) correlation with Server/Client.

I don't have any files to test this with - but I suggest you try using Perl's built-in readdir rather than Window's dir CLT - like:

my @files;
get_files($dir, \@files);
foreach my $file (@files) {
 print "$file\n";
 if (-f $file) {
  print -s $file."\n";
 }
}

sub get_files {
    my ($dir, $list) = shift;
    opendir(DIR, $dir) || die "[opendir] '$dir' ($!)";
    my @entries = readdir(DIR);
    closedir(DIR);
    my @subdirs;
    foreach my $e (@entries) {
        $e = "$dir/$e";
        if (-d $e) {
            push(@subdirs, $e);
        }
        else {
            push(@{$list}, $e);
        }
    }
    get_files($_, $list) foreach (@subdirs);
}

I'm not saying that it will work, but I think it may have a better chance of working since it doesn't have to try to interpret the characters through a shell interface like your original code did.
