Please note that é really IS an undefined XML Entity. (This is a known HTML Entity, XML is much stricter).
Just save your DCR locally as "something.xml" and try to open it up with the Browser or XMLSpy, you'll see parsing Error.

I'm not sure what you really need there, perhaps if you explain how this DCR element has been created we may suggest something.

Parser parses not the file on disk, but rather the string in memory. I guess this will be the first step for you to check.
