.wft and .lst

In the /local/config/wft folder we have workflow file named "display.wft" and there is a "display.lst" file. This display.lst file contains names of the branches. I guess these names suggest the branches which have access to this workflow. We have other .wft files, but there is no associated .lst files. So is this .lst file optional ? Does it get created by itself or does it need to be created ? Is there a to automatically create .lst files ?

That is a customization specific to your environment. TeamSite did not create it.
