Can it be that there is a typo in the TS 5.5.2 Administration Guide, stating on page 127 the example submit_direct=admin, master?
I've found that instead of admin you should use administrator to enable admin role users to submit files to the staging area.

Migrateduser

submit_direct=master,admin

Works for me. "administrator" does not work.

Make sure you're reloading your browser to refresh its settings in between tests.
