How much comfortable you are with Teamsite?
How much knowledge you have on SitePublisher and Livesite?
Do you have any earlier experience of TS project or implementation?

I have about 3 years of teamsite6.5/6.7.1 experience and 1 year of Livesite 3.0 development experience, no migration experience

- Do you have a definition of migration from TeamSite to LiveSite?
- Are you simply wanting to use LS component mechanism instead of PTs for your display? Also can you simply re-use the DCRs with LS or need to re-create content using component datums? If latter, you'll have to migrate your content in addition to any component development.
- In addition, since you are moving to LS, perhaps you want to build additional components for enhanced dynamic functionality on the site that you probably didn't have when using TS only.
- Is your current site static (generated HTML) or is it dynamic (JSP/ASP, etc.)? Is LS going to replace the JSP/ASP mechanism? If yes, how many dynamic components will you require?
- Do you have a scope of what you'll be doing?
- ... ... ... ... ... ... ...

You get the idea. It is important that you answer some of these basic questions first. Based on this, you'll have to come up with your LOE and plan.

Can you give me some documents that I can read to make such decisions and also can you tell me what is the difference between Sitepublisher and Livesite?

Seems like you do not have much background in SP/LS. I would suggest you read up on the SP development/admin guide. That will give you a picture of what SP/LS can do for you. Generally speaking reading an admin guide only may not provide enough expertise to undertake a "major" site migration / upgrade. Therefore, I would also recommend some SP/LS training. Perhaps hire some consulting help for - atleast for your initial phase.
