Add documents to livesite sitemap

Hello,

I am migrating a site from a legacy cms to teamsite/sitepublisher for publication via livesite runtime. In the old cms, there are documents (mostly pdf files) that appear in the navigation. Is there a way to add these into the sitepublisher sitemap that will work:

1) both when the site is being previewed, and when it is published?
2) in different environments?

I tried creating nodes of type "url", but i have to put a full url with host name, etc, in there - it won't accept a relative path, or a path that starts /sites/[sitename]. This means i have to put a url that:

1) won't work until the site is published
2) will always grab the live production version of the file, as opposed to the teamsite version (if the page is being previewed) from non-live environments (if i am vieving the site in my dev environment)

I can see business users getting confused by this behaviour, which usually causes them to pick up the phone and call me.
