How does one give a user administrator functionality without the ability to see the contents of private documents (unless they are part of the ACL)?

Hello, if your admin user belongs to NRTADMIN group it will have full access to all the contents of the library even if it is not present in the ACL neither you have configured with "No Access".

You can use WorkSite Web for administration and assign your user to INTERNAL_ADMIN, INTERNAL_USERADMIN, EXTERNAL_ADMIN OR EXTERNAL_USERADMIN. These are special groups used by WorkSite Web only to allow administration of internal/external users and groups respectively to non-NRTADMIN users w/o opening security to them. These groups should be documented in WorkSite Web online help or in the server's DBAdmin guide.

I guess it depends on what you call "Administrative Functionality". Do you want the user to be able to administer users / groups, create doctypes etc..? If so, then you could create a SQL login for them to use with DBAdmin.
