Documentum Server 21.2 on Windows Server 2019 : "The application was unable to start correctly"

We have successfully installed Documentum Server 21.2 on Windows Server 2019 and configured a Docbroker and the Java Method Server. Next, we want to create a repository but we get an error while the server configuration program is checking for the database.

Previously, we checked that we can connect to the Oracle DB via sqlplus. We tried to run dmdbtest manually but when we launch it we get a Windows dialog box saying "The application was unable to start correctly" (see screenshot). We also get the same error when we try to launch the Documentum Server Manager application or the documentum.exe binary (e.g. .\documentum -v). On the other hand, dmdocbroker and the Tomcat JMS run fine.

We double-checked the pre-requisites, most notably the Microsoft Visual C++ Redistributable packages and they are all there. Any ideas?

    We found the root cause : the CrowdStrike Falcon software was blocking the Documentum executables for some reason (those using dmserver_v4.dll as far as I can tell). Not so nice but what's worse is that the message appeared as a Windows error. We uninstalled CrowdStrike and it now works.
