Documenutm 7.0 can not be upgrade directly to 23.2 as Documentum 7.0 is running on 32bit

Not quite. The Content Server on Windows Server has been available in 64-bit in release 7 and even before that if I'm not mistaken. But even for Linux, you can do a direct upgrade by way of a clone. If think you are confusing "direct" upgrade with "in-place" upgrade. Most customers will choose new infrastructure/VM anyway when the version gap is so big.

Documentum moved to 64 bit on 6.7SP2, so yes, as @bacham2 you can do an in-place upgrade, as long as you upgrade first your DB client and OS so the installer doesn't fail to run to upgrade.
