Special characters not showing properly

Hello All,

We are using teamsite 6.7.0 and Livesite3.0, In our datacapture.cfg we are using encoded scheme as "UTF-8", Our scenario is: we are populating the dropdown of one DCR with the values what we feed in the text box of second DCR, this is done by an .ipl file, but when anybody insert the special characters in the textbox field of second DCR then at first DCR the dropdown will have the boxes in place of those special character.

Also when we are publishing it to th Livesite FO, it is not showin special charaters but showing some junk characters, while If person give the encoded form of the special chracrter like #&235; in the text box then it will give the desired result.

So can any body tell me that how can we modify our files or what encoded scheme can we apply or any other centraolised method can be used so that this kind of problem never come in future also.
