Documentum xCP Designer installation needed

We are facing an urgent issue: our licenses for the XCP Designer tool have not been renewed for the past two years, and as a result, we no longer have access to download or use the tool. Currently, we are in the process of renewing the licenses, but we urgently need access to XCP Designer in the meantime to maintain the Kuwait Municipality system.
Given the critical nature of this system for the government sector, we kindly request any possible solution to install and use the tool temporarily until the license renewal is completed.
