Teamsite Navigation

Sometimes when i change Navigation structure, and deploy the files to Staging area, the workflow break and sends a message "Validate page files:.

Later when we make some .page xml file changes and submit along with navigation file, it deploys to staging area.

From what i understand is the teamsite users will not be able to change the navigation unless there is a change in .page file to deploy to staging areas.

Experts please advice.
