Error while Installing Site Publisher in TS bundle

Hi guys,
I got a warning saying that "Sitepublisher will not be installed during this installation".
Below are the steps which I followed

1. I uninstalled TeamSite manually using the document given by Autonomy on "How to uninstall TeamSite manually in Windows"
2. I am trying to install TeamSite 6.7.2 on Client network, So went to the installer.
3. I gave all the info regarding teamsite and then reportcenter. then it asks for Visual annotate admin.
4. After that it should show me the sitepublisher pop-up asking whether i want to install it or not, instead it showing me a wrning message.

I have enclosed the screen shot of the warning message.

Please help me out!

are you licensed to use sitepublisher? you must have a valid sitepublisher license, otherwise you won't be able to install sitepublisher during the TeamSite install process.

If you don't have a valid license during the time of install that has the line:
SITEPUBLISHER=true, then Sitepublisher will not be installed along with teamsite. However, if you get a valid license afterwards with sitepublisher enabled, then you can do a manual install of sitepublisher afterwards.

Make sure you get the license and do the SitePublisher install before you install any service packs. Otherwise you will need to uninstall your service packs to install SitePublisher.

I don't believe that is true anymore....It may have been back in the day with SP 3.0......My $0.02

I do have the sitepublisher License and Yes in the License key it says "SitePublisher=true".

I did the manual uninstall but i am at a loss to recognise what could have gone wrong the Installation package is not even recognising sitepublisher module.
Can it be because I did not give the license key and it will ask for sitepublisher installation, only after it senses that site publisher has been recognised in the license file?

I tried installing sitepublisher as a standalone after installing teamsite/reportcenter and rebooting the system.

I got a build faied message. A part of the message is

E:\Interwoven\TeamSite\local\config\lib\content_center\livesite_customer_src\etc\conf\classes make_toolkit_files: [exec] Can't spawn "cmd.exe": No such file or directory at E:\Interwoven\TeamSite/bin/make_toolkit.ipl line 83.

Any ideas/suggestions why this might be occurring???
