You are not being clear - perhaps if you show some code examples with some context surrounding it you might get some reasonable answers.

From a Perl script, I'd like to send something like this:

http://comm.netjets.com:9081/CrewComm/crewcommweb/pushService/submitRequest.do?reqDefId=2&client=Teamsite

This would be an internal URL. I used qw before because I could get a response from the method.

I'm not sure what Perl method to use to make this URL call to the OS.

There are various Perl's mechanisms for the http protocol usage. For TS take a look at [post=85439]this[/post] simple example.
Note that quotes ( qw or otherwise ) have nothing to do to it
