Is there a way to automatically update a Sitepublisher page.

Example.
1. You make a change to a template.
2. You have 400 pages that are using that template.
3. Is there a command I can run to update all 400 pages.

there has to be a way.

There is a UI Menu item under: Content > SitePublisher option. Have you tried that?
