Site Publisher segments question

I need to setup a segment for all (anonymous) users, based on a "referrer " logic.
I succesfully created a segment from my "primary" sitemap, and correctly created few segmentation rules.
However when i try to parse the context in a .page for the segment i keep getting the default segment, even thou the segmentation rules are matched.
If i try, on the other hand, to preview the same page from ->SitePublisher->manage segment->segment->preview, the rules are correctly applied.
It seems like you need to pass from a certain component / external in order for the rules to be applied, is this correct??
If this is the case, may i have some feedback on the calls that have to be made in order to apply the segmentation rules???

I just want to post a follow-up for future references.
IMPORTANT:
this are my guessing of the problem, not real knowledge, so do not take them as pure gold.
Even if the documentation does not say anything in details there are several references in the forum + SP dev guide + Targteting guide that refer to the login page.
I tried to look at the externals called by the log-in example:
com.interwoven.livesite.runtime.controller.impl.LdapLoginController
and found this:
RuleExecutionService.getInstance().executeSegmentRules(context, LoginUtils.getSegmentContext(context));
It seems like my guesses where correct, this explicit call will execute the segmentation rules and add the correct segment into the context.
It means that you need to write a custom external to apply segmentation Rules on demand (without requiring a login).

yes you need to use a controller for anon segmentation
