Is TS/LS used only for static content ?

When content on web pages is changed using TS/SP, its usually static content. Like changing the component, adding images etc.
I see business users only making changes to the content of web pages using TS and deploy using OD

When a request is received on the runtime environment, dynamic data is collected from the database using MVC pattern as like before. Data is fed in the database directly (without using SP) eg provide billing details, personal details etc. So is TS/SP used only to modify static data on the webpage OR can it access database also to add/delete data from database ? Can we create template to modify data in database lim\ke we do in web pages ? Are these templates different than the ones being craeted to modify web pages ? And we can use DD only with these templates ?
