Load Properties at Startup

I have a component that is on every page.
This component used some values that are stored in a properties file.

I would like to have the name/value pairs in the properties file loaded at startup similar to the database.properties file is done.
I dont want to read the propertes file every time the page loads that is why I want it loaded into memory at startup

How do I do this?
I beliveve I need to have this loaded in to the main constructor but I don't know how to access it

I also don't want to have to modify the properties file and rebuild the livesite_runtime.jar file for each environment I have.
We have a Test, QA and Production so that would require 3 different builds which I don't want to do

This should be pretty straight forward via some basic Spring configuration...

I also don't want to have to modify the properties file and rebuild the livesite_runtime.jar file for each environment I have.

Updating livesite_runtime.jar will NOT be supported. So just go with basic Spring configuration...that'll be the way to go.

how could we determine the environment in livesite or sitpublisher?
any java api can do it, or it only can determine by the URL?

RequestContext method called getMode() returns an enum of Runtime, Preview, GenerateHtml, Embedded or one other. There are also 2 helpers in RequestConext called isRuntime and isPreview (which are wrappers to getMode, which is the preferred call).
