create a script that identifies and records all files created on a given date from the designated folders. This will also help get the count.

It's SMOP: Small Matter Of Programming.

You would have to use FormAPI code, inserted into / associated with every DCT that performed a callserver to a script that logged the filename, date, time, and perhaps user information into either a flat-file or database. If using a flat-file you'll have to be concerned about concurrent writes to the same file and thus need to implement some form of locking model.

Personally, I'd recommend to write a perl or CSSDK script and run it as a batch once a day, or to modify your workflow to report the modified (and submitted) dcr.

Using the FormAPI, it will be impossible to track DCR's that have been modified manually, or programmatically.
And using the FormAPI, you'll have to modify all your DCT's
