Now I have some basic knowledge on Java,Perl , Javascript , DB and XML.

My Query as I am not a teamsite devloper and do not have teamsite software to practice.

Can I practice considering dcr as xml file (to fetch data by perl program) and inserting into database?

Will that way I will able to understand the basic concept of templating?

All that are useful programming techniques applicable to various IT jobs, not just CMS.

There are tons of materials, white papers and whatnot on the Net that explain basic CMS concepts.
If you are looking for TeamSite in particular, consider this book.

I don't know, can I learn to be a mechanic by putting air in the tires of a car ?

By doing what you are doing you can learn how to use Perl to insert XML into a DB. That is a good thing. TeamSite uses DataDeploy to do that.

There are many other parts of the product you need to work with before you become a developer. You can not make yourself an expert without access to the software.

Before starting work on Teamsite I worked on PERL that helped me a lot in teamsite.
