I'm fairly certain that the IManEditWorkspaceCmd doesn't expose an OnChange event (none of the ICommands do)
Only dialogs that may be encapsulated within the commands expose an OnChange event
So from memory (check the SDK documentation) you'd need to trap the IManEditWorkspaceDlg events. In other words, in your EditWorkspace.nrs file and declare a method signature that looks like this:
Sub IManEditWorkspaceDlg_OnChange(interface, field)
' your code to disable the control goes here..
End Sub
