1. whenever a component is included in .page file, a unique ID is assigned to the component. My question is: How can i assign this ID myself (using perl) rather than relying on system to do that?

2. Also, say i have component A which is getting used on 2 pages (one.page and two.page). Can same ID be assigned to the component A on one.page and two.page files?

Timestamp in long format can get you component ID that is unique to in every page.
What are you trying to do? Maybe there is better way other than trying to break the internal process of creating and managing components which Autonomy can change on you anytime without notice.

i am trying to create multiple copies of a page file by copying it but component IDs will not change on new pages in this process (through scripting). So i want to assign a new component ID on every new page.

Hmmm -- you might see if TS copy command gives new IDs. If so, either write Java code to invoke that URL, or use "curl" from command line to invoke the copy URL.

Are you talking about Copy command or URI?
Command doesnt generatea a new ID.
I know URI generates new ID. but how to pass the authentication information to the URI programatically. Thats the big question?
