File Properties menu item

Hi

The File -> File Properties menu item is available for Editors but not Authors. How do I add this to Authors in WebDesk interface?

In WebDesk - to the right of each file there are several "links" - the one marked "Details" represents File Properties. A slightly different UI, a slightly different naming convention for the feature.
