Incomplete form error while running a workflow

Teamsite v 6.7.2
WFM v 1.0.0.0

I save a form with some name, after filling the mandatory fields.
When I try to attach this form to a workflow it says 'Cannot attach an incomplete form to a workflow'.
Also the ccrpro shows form name with '(incomplete form)' tag attached after the dcr name.
But my form is getting saved.
Any suggestions?

My guess - you're using FormAPI and you are using an "onSave" event handler.
If so - change the event to be for "onSaveValid" instead - and see if that fixes the problem.
