Go tell your boss that you need to bring someone in who can debug this workflow. Normally I would suggest getting the person who wrote it, but looking at the code, I would think that a bad idea.
Thank you all for your comments....tried getting that person but it was a vain so tried debugging myself where i got lost...so if anyone has any positive thoughts please share

As noted, you have to debug custom Script "iwunlockAndSubmitFiles.ipl", it is that simple. It is a custom code that you did not post. We have no way of knowing what it does or does not do
