I have to take sql server database backup and have to restore it in upper version of sql server.

Please suggest how should I do it?

Should I have admin previlages in OS and DB both?

That's purely SQLServer Administration question, not related to TS. If I were you I would search Microsoft's MSDN first and then perhaps more detailed SQLServer Manuals.
