Sure, why not. "allowed" Tag has among other "role" sub-tag in both WFT (available_templates.cfg) and WFM (available_models.xml) Files.

While your change is supported, you probably should look at groups and roles rather than users. Typically only masters have submit workflow access. You should only have a few masters on your system.
