The SPAR is a custom one.
Before this error the following shows up:

I found this thread bit old but still open.

Below is the solution which may help someone if they run in to the same issue -

Add the following in livesite_common.xml under IW-HOME/install -

include name="datasource.jar"
include name="commons-digester-1.8.jar"
include name="DataSourceFrameworkSchema.jar"
include name="customer.jar"
include name="ojdbc14.jar"
