LiveSite 7.1 authoring and runtime License info

Hello friends,

I want to install Livesite runtime 7.1 on the existing Teamsite 7.1 installed box (window server) for POC kind of Livesite project.

Hence in the above scenario do we need both LiveSite 7.1 authoring and LiveSite runtime License for using targeting feature ???

OR

LiveSite 7.1 authoring works without license as its comes with Teamsite 7.1. ???

Please provide your input / suggestion !!!
