If you don't want to use LiveSite along with its targeting/dynamic functionality then you can generate static HTMLs out of the SP pages. This still provides business users with the ability to create pages in a drag-n-drop fashion.

To add a bit more:

This is when a use case is to generate static pages that do not change (press releases, information pages, etc). Since there is no dynamic component these can be cached by web cache devices or Akamai. They can also be served from any web server without a livesite installation.
