What are the difference of privilege between Master and Administrator?

We have only one Admininstrator (default of OS) and Master users (In Administrator group of OS).

Sometimes OS level CLT can not be run by Masters(Who are in Administrator group of OS) of Teamsite.

What are the difference of privilege between Master and Administrator?

Pretty sure there's a description of the OOTB roles in the CCPro user guide, but a TeamSite Master is to TeamSite what an Administrator is to a Windows machine; they administer the overall software. A TeamSite Administrator, however, is the administrator of an individual project or set of projects (branches) within TeamSite, and typically manage users+groups+roles, branching, archiving, editions, etc. with respect to that branch. The TSAdmin is usually more "in tune" with the projects and their users, whereas the TSMaster is usually more concerned with the overall health of the application. In smaller orgs and/or single-site installs, the same person may be fulfilling both roles.

Key point here is that WinAdmin != TSAdmin.

Many operations require the user to have access to the branch/workarea on which the command is to operate. Being a Master is sometimes insufficient if the user is not also part of the workarea owners group. Also, file system permissions may come into play, albeit not typically so much of a concern on Windows.
